It is moisturising although I am not sure it would be enough if you just use it alone as a moisturiser, as it is just a toner. If you live in Singapore, I think they stock this in Watsons too. If you live elsewhere, maybe try checking your local pharmacy to see if it is stocked? Otherwise, ebay may be your best bet. Oh, I used to see Vichy's pro Matt moisturiser around, did not know it was discontinued..=S I personally have not tried HL's moisturising milk, although I do have a moisturising milk from Mandom's Barrier Repair range which leaves the EXACT same sticky feeling as the cream here. I do have a friend who swears by Hada Labo's cream as she says it does not leave her skin sticky- she loves it! To me, I realise that if I use a very, very small amount of the cream, it absorbs pretty fast and sticky feeling goes away after a while. I've swatched the milky one and it does have a lighter texture, though..
